Mr. Antonio Álvarez-Ossorio and Mr. Carlos Tobías with Mr. Antonio Rovira Viñas

Mr. Antonio Álvarez-Ossorio and Mr. Carlos Tobías with Mr. Antonio Rovira Viñas , Spanish jurist, Chair of Constitutional Law at the Autonomous University of Madrid, as well as Director of the Department of Public Law and member of the University’s Government Commission.

In 1990 he was named Second Deputy to the Ombudsman of Spain, and, in 1996, First Deputy.  After the departure of Fernando Álvarez de Miranda , Rovira occupied the role of Ombudsman ( 1999 – 2000 ) until the election of Enrique Múgica .

Doctor of Law summa cum laude and graduate in Philosophy, he worked as researcher in Spain and abroad: at the University of Strasbourg (France), the University of Barcelona, the Autonomous University of Madrid, of Colombia (USA) and of Essex (United Kingdom), the Centre for Political and Constitutional Studies and the CSIC, amongst other institutions of recognised prestige.
